削首相权力 赋权国会遴选总稽查司

马来西亚反贪内阁特别委员会,于本月13日议决,将削弱首相权力,把遴选和委任稽查司和反贪污委员会的权限,交给国会遴选委员会。

首相敦马哈迪说,未来首相将不再干预总稽查司的遴选,政府和首相署也无权过问总稽查署事务,不论惩处、解雇、降职和该署财政预算,都是由国会遴选委员会定夺。

希盟政府为推动反贪改革,成立反贪内阁特委会。该委会是在13日举行第三次会议,并由首相敦马召开新闻发布会。

议员部长需呈报财产

敦马称,会议上也讨论加紧强化政府结构,削减官员贪污的几率。

针对申报财产进展,敦马指出当局将准备表格,让国会议员和部长直到如何呈报。

目前,该国总稽查署直接由首相署管辖。总稽查司人选是由首相建议给最高元首核准。削弱首相权力,包括限制首相任期至两届,也是希盟政府的竞选承诺。

不过,总稽查署任命涉及宪法规章,意味着希盟政府需在国会获得三分二议决,争取反对党议员的支持,才能通过修宪,将有关权限交给国会。

纳吉首相署形同“小内阁”

在前首相拿督斯里纳吉执政期间,权力集中于首相署,首相纳吉还兼任财政部长,同时首相署旗下政府部长过于庞大,拥有10名正部长和三名副部长,掌管事务几乎包山包海,例如:宗教事务、掌管首相署经济策划局、掌管司法事务、核能与小贩事务、中小企业与新村事务、国民团结事务和国会事务等等。

其中,掌管国会事务的首相署部长阿莎丽娜,也曾被前任下议院院长丹斯里班迪卡谴责越权;至于马国知名时事评论员黄进发博士也曾批评纳吉内阁“满朝皆部长”,透过委派官职分配权力蛋糕,来酬佣支持者,稳固派系势力。

同时,首相署旗下掌管太多机构,与其他部门权限重叠,例如交通部却无法管制火车、巴士乃至德士,因为主管单位乃是首相署旗下的陆路交通委员会(SPAD)。

10部门被废除

在希盟政府接管后,也决定重整臃肿的首相署机构,宣布解散陆路交通委员会、大马特别事务局(JASA)与乡村发展及治安委员会,以及全国教授委员会、国家创新机构、首相署特别行动小组、公共服务传递单位(CSDU)以及2050年国家转型计划(TN50)秘书处。

新政府把首相署拨款从170亿令吉减至50巴仙以下,即80亿令吉,把首相署旗下相关机构,转移到合适的部门。例如法律援助局和报穷局交给大马法律与司法部。

包括大马反贪污委员会、选举委员会、人权委员会等,则会成为独立机构,直接向国会报告。

政府首席秘书阿里韩沙在一封誌期今年626日给首相署的信函中,批准废除政府10部门和机构,包括首相署旗下19各小组或办公室,也包括把五个机构合并,以及重组40各机构。
