Rostec, the Government of Moscow, the Russia-Singapore Business Council and Singapore’s Institute of Technical Education (ITE) have signed a memorandum of cooperation in the sphere of professional training. The document provides for establishing the Innovative Staff Training and Certification Center in Moscow in which the best international practices in education will be introduced.

The project will involve ITE competences and expertise in professional development and personnel qualification assessment. The Center will provide training, retraining, advanced training and independent certification of staff for innovative industries related to laser and additive technologies, IT, telecommunication, robotics, engine technology, servicing of aviation equipment, etc. Such projects have been implemented and are being implemented in more than 20 countries.

“This is an interesting and unique project for Russia. For the first time, a systematic approach to training of specialists for innovative industries which involves such a prominent foreign institute is used in the country. It is strategically important for the Corporation to support such projects because talents determine all future achievements and success of our enterprises,” said Deputy CEO of Rostec Nikolay Volobuev.

Rostec Corporation is a Russian corporation that was established in 2007 to facilitate the development, production and export of high-tech industrial products designed for civilian and military applications. The Corporation comprises over 700 organizations that are currently part of eleven holding companies operating in the military-industrial complex and three holding companies working in the civilian industry, as well as 80 directly managed organizations.

To implement the memorandum, a working group was formed, which began to develop a road map for the project. The parties decided that the project will be implemented in Moscow. The work on establishing the Centre is to start in 2018.

The Russia-Singapore Business Council was founded in 2009 on the initiative of the Chamber of Commerce and Industry of the Russian Federation with the support from the Ministry of Economic Development and Rostec State Corporation. Its members include large and medium-sized Russian enterprises in the non-resource-based sector. The mission of the Council includes mainly the development of business contacts and mutually beneficial cooperation between Russia and Singapore entrepreneurs, enhancement of the role of the interested members of the Russian business community information and implementation of the state policy in the sphere of Russian-Singapore economic relations, and organization of constructive dialogue between Russia and Singapore business circles.
