Singapore Police Force (SPF) has announced that the Traffic police has charged the 53-year-old businessman Lim Chai Heng on Tuesday (Dec 20) for an offence of Rash Act Causing Death pertaining to a road traffic accident involving four cars, one motorcycle and one private bus which occurred on 19 December 2016 at about 8am along Ayer Rajah Expressway (AYE) before the underpass leading to Tuas Checkpoint.

The Police said that preliminary investigations revealed that the suspect was travelling along AYE towards Tuas Checkpoint during morning rush hour where he was believed to have made a U-turn and travelled against the flow of traffic along AYE (Tuas) . He then collided into several vehicles.

As a result of the accident, a 37-year-old man died at the scene and four others were conveyed to the National University Hospital (NUH).

The suspect was subsequently charged in NUH, where he was warded for his injuries. The holding charge was read to Lim by a Chinese interpreter.

The victim who passed away, Mr Liong Kuo Hwa, was a media personality. He had appeared in several films, television programmes and commercials. Sadly, he was pronounced dead at the scene by the paramedics.

His 37-year-old wife, who was in the car with him, along with a rider and his pillion, was conveyed to the hospital and has been warded at NUH.

At the scene, the son of the suspect, who was in the car with him at the time of the accident told an eyewitness that his father is depressed and offered his apology.

Investigations are ongoing. Anyone convicted for the offence of Rash Act Causing Death under Section 304A(a) of the Penal Code, Chapter 224 is subjected to imprisonment for a term not exceeding 5 years.

The Traffic Police said that it would like to appeal to the public not to circulate the photos or videos of the deceased, in respect of the family.

总统哈莉玛称如有必要,考量动用前期国家储备应对疫情冲击

新加坡总统哈莉玛在昨日于脸书发文表示,在当前我国各行业和人民都面对武汉冠状病毒(COVID-19)疫情冲击下,政府需全力支持我国百姓和企业,如有必要,动用前期储备也在考量范围内。 早前,副总理兼财政部长王瑞杰曾表示,不排除政府将会动用储备金,推出第二个应对疫情冲击的配套。 对此总统哈莉玛表示,打从上月在国会宣布2020财案以来,疫情局势越发严峻,并且很快扩散到包括欧美等国家,也有医疗专家警告情况可能持续数月,对人们生活和经济带来严重后果,加之近期油价暴跌也使局势加剧。 她认为,本地许多企业特别是旅游领域相关的,也都因为供应链中断而受到打击,需求减少、现金流拮据。“恐惧和缺乏信心的氛围笼罩全球金融市场。” 她指出,如果公共卫生和人们福利面对威胁或受影响,政府必须采取必要措施。 “政府都有向我和总统顾问理事会汇报跟进局势进展。” 新加坡总统有权审批新加坡储备金的使用。若本届政府决定采纳总统的上述建议,或将是我国自2009年金融危机以来,再次动用国家储备金。
