Malaysia’s Minister in the Prime Minister Department Abdul Rahman Dahlan has announced that an agreement on the High-Speed Rail (HSR) between Malaysia and Singapore will be signed by the end of the year, most likely around 21 December.

The signing of the agreement was previously scheduled next Monday (5 December). However, due to scheduling and administrative matters, both sides agreed to change the date.

In a statement on Thursday (1 December), Mr Abdul said that he had already met the Singapore’s Coordinating Minister for Infrastructure and Minister for Transport Khaw Boon Wan on Tuesday (29 November) to discuss the remaining details of the agreement. It said that both had agreed to “fine-tune some details in the bilateral agreement”.

The statement said, “Both sides are now taking the necessary follow-up action to comply with their respective internal procedures and legal requirements for the signing of this agreement.”

Mr Abdul also said, “All other issues have been ironed out.”

While, in response to media queries, Mr Khaw said, “There has been excellent progress on negotiations for the Kuala Lumpur-Singapore High Speed Rail Bilateral Agreement.”

He also stated that both sides are finalising the text of the agreement and “look forward to its signing at the coming Leaders’ Retreat soon.”

The Memorandum of Understanding (MoU) on the High-Speed Railway project that will link Singapore and Malaysia was signed on 19 July by representatives from the two neighbouring countries. The signing ceremony was witnessed by Singapore Prime Minister (PM) Lee Hsien Loong and his Malaysian counterpart Najib Razak.

Singapore Transport Minister and Coordinating Minister for Infrastructure Khaw Boon Wan along with Malaysian Minister in the Prime Minister’s Department, Abdul Rahman Dahlan signed the agreement.

According to The Straits Times, Singapore’s Ministry of Foreign Affairs (MFA) said that both sides are “working to hold the retreat soon”.

Its spokesman said, “We are in the process of finalising the key deliverables for the Malaysia-Singapore Leaders’ Retreat.”

Mr Khaw said, “There has been excellent progress on the negotiations for the Kuala Lumpur-Singapore High Speed Rail Bilateral Agreement. Both Malaysia and Singapore are finalising the text and look forward to its signing at the coming Leaders’ Retreat soon.”

Prime Minister Lee Hsien Loong told Malaysia’s Bernama news agency that both sides had made “very good progress” on the agreement on Monday (28 November).

He also said that both sides will have a “very difficult decision” evaluating the bidders who submit their interest.as there are several high-speed rail systems, from Japan, Korea and China, which have been lobbying very hard to get the contract.

The 350 km-long HSR line will cut off the travel time from Malaysia to Singapore from 4 hours drive to just 90 minutes in a train travel. It will travel at a top speed of 300km/hour.

The terminus in Malaysia will be at Bandar Malaysia, while the one in Singapore will be at Jurong East. And Seremban, Ayer Keroh, Muar, Batu Pahat and Iskandar Puteri and Putrajaya were said to be the transit stops.

Besides the non-stop Singapore-KL express service and the domestic service within Malaysia, shuttle service between Singapore and Iskandar Puteri in Johor will be available.

To reduce hassle, passengers will be able to clear customs, immigration and quarantine for both countries at their point of departure. Customs, Immigration and Quarantine (CIQ) facilities will be located by both governments at three locations, Singapore, Iskandar Puteri and Kuala Lumpur.

It is expected to start in 2018 and targeted to be up and running by around 2026.

领袖忙抨击敦马 勿漠视本国水费调涨

李玮玲:“显龙不敬父亲遗愿续令我感羞耻”

根据《海峡时报》星期刊报导,总检察署投诉李显扬妻子林学芬专业行为失当一案,纪律审裁庭去年7月举行五天聆讯,最终裁定林学芬,在处理建国总理李光耀遗嘱上失当。 去年初,总检察署针对李显扬妻子林学芬,向新加坡律师公会提呈逾500页的投诉信。总检察署指林学芬作为专业律师,在位李光耀准备遗嘱一事,有失职之嫌的表面证据,表面触犯法律专业(专业行为规章)第25节条文和第46节条文。 审裁庭裁定林学芬违反律师专业法令,并要求将她除名。 报导引述审裁庭对林学芬妻子措辞严厉的批评,指责后者“不诚实,试图将证据形塑成自己是无辜受害者的形象”,以及“李显扬的行为也同样欺瞒。” 对此,李玮玲在今早(23日)于脸书发文,直言上述审裁庭的裁决“拙劣”(travesty)。 “我对于《海峡时报》星期刊的报导感到震惊和反感,试图对我的弟弟和弟媳的人格谋杀。” 她称,这是续神秘的部长委员会介入李光耀遗嘱和欧思礼38故居事件后,再一次试图篡改历史。“我的父亲很清楚他要做的,他对遗嘱的决定很明确。他自己起草了遗嘱修正(附录,codocil),并在两周后执行。” 她直言,对于哥哥、总理李显龙未遵循父亲遗愿,持续感到羞耻。 在长达228页的裁决报告,由两人组成(Sarjit Singh Gill以及余启贤律师)的纪律审裁庭,从李光耀签署最后遗嘱前的16小时切入,认为即便林学芬不是最终遗嘱的律师,但涉及误导李光耀,也没有让后者获得充分法律咨询,是身为律师不该有的行为。
