The Ministry of Transport (MOT) announced that Mr Ngien Hoon Ping would be appointed Chief Executive of the Land Transport Authority (LTA) with effect from 12 November 2016.

Mr Ngien would take over from Mr Chew Men Leong who will relinquish his post to join the private sector. Mr Ngien will be appointed as CE-designate, LTA from 31 October 2016 to 11 November 2016, concurrent to his current appointment as Deputy Secretary (Performance) in the Ministry of Finance.

Mr Ngien Hoon Ping, who is 47-year-old, studied at the University of Manchester, United Kingdom, where he graduated with a Bachelor of Engineering (First Class Honours) in Electrical and Electronic Engineering. He was subsequently awarded a Postgraduate Scholarship (Specialist Development) in 2002 to study at the National University of Singapore where he graduated with a Master of Science in Industrial and System Engineering.

He is currently Deputy Secretary (Performance) of the Ministry of Finance, an appointment he has held since 1 July 2013 where he helps oversee issues related to service delivery and transformation, digital government as well as public sector procurement.

Mr Ngien served in the Singapore Armed Forces for 26 years and held various positions including Director of Joint Operations, Commander of the Combat Service Support Command (CSSCOM), Assistant Chief of General Staff (Logistics), and earlier in his career as Chief Supply & Transport Officer as well as Deputy Chief Maintenance and Engineering officer prior to this appointment. During his stint as Commander CSSCOM, he was responsible for the planning and execution of Army transport, maintenance engineering, supply, medical and ammunition support.

Meanwhile, Mr Chew Men Leong, who is 48-year-old, was appointed Chief Executive of LTA on 1 October 2014.

LTA said that under his leadership during two year tenure, it made headway with several key infrastructure projects to deliver a people-centric land transport system. These included the opening of Downtown Line 2 in December 2015, the development of new rail projects such as the Thomson-East Coast Line and engineering studies for the Cross Island Line.

Mr Chew played a key role in facilitating the impending transition to the New Rail Financing Framework to empower LTA to be in a better position to make timely investments in capacity expansion, replacement and upgrading of operating assets. He was instrumental in the successful roll-out of the Bus Contracting Model, a milestone for the Singapore bus industry, paving the way for better service standards.

LTA’s Walk Cycle Ride SG (WCRSG) to make walking, cycling, and riding public transport the way of life for Singaporeans was said to be attributed to the vision of Mr Chew. The WCRSG programme aims to deliver more reliable and comfortable public transport, improve first-and-last-mile connectivity with more cycling and pedestrian infrastructure as well as an enhanced point-to-point shared transport system made up of taxis, private hire cars and car-sharing.
