The Prime Minister Office (PMO) has announced the funeral arrangements for the late president Mr S R Nathan on Monday (22 August).

The sixth and longest-serving president of the country passed away on Monday (22 August) at 9.48 pm at Singapore General Hospital at the age of 92.

Mr Nathan was sworn in as the sixth President of Singapore on 1 September 1999. He was elected President without contest in both Presidential elections in 1999 and 2005.

According to PMO’s website, all the government building would be flown the State flag at half-mast from Tuesday (23 August) to Friday (26 August).

Istana would be providing condolence boards for those who would like to pen their tributes to the late Mr Nathan, starting from 6.00am on 23 August. All Overseas Missions would also provide the condolence boards for overseas Singaporeans and friends.

From Thursday (25 August) at 10.00 am to Friday (26 August) at 12.00 pm, the body of the late Mr Nathan would be lie in state at Parliament House.

The Parliament House will be open for members of public who wish to pay their last respect on Thursday (25 August) from 10.00 am to 8.00 pm.

Members of diplomatic corps and other officials may pay their last respects on Friday (26 August) from 9.00 am to 12.00 pm.

On Friday (26 August), a State Funeral Service would be held at the University Cultural Centre (NUS). Mr Nathan’s family, friends and former colleagues, the President, Cabinet Ministers, MPs, civil servants as well as Singaporeans from all walks of life would be attended the ceremony.

Private cremation ceremony will be held at Mandai Crematorium.

连氏基金会针对长期护理前景的报告也提到,私人看护业发展蓬勃,当前至少有60私人业者提供看护服务,而其中55家皆是居家看护。然而,只有两家获得政府补助金,并需遵守卫生部条规。 “医生、护士和物理治疗师都受规范,但是往往专业失当的惩处只针对个人例如犯错雇员,背后的业者却不受对付。业者可以更换掉倒霉的员工,之后依然我行我素。” 对此,研究学者Shirlena Huang要求,在有更多私人业者涉足居家看护的情况下,社区导向的乐龄看护应受规范,特别是年长者属弱势群体,需保障他们的权益。 “有效的执法框架应包括三点:立法、监督看护素质以及设立投诉管道。”Shirlena Huang提出,除了现有立法机构,也让独立监督团体负责监督护理的品质,以及处理相关的投诉。此外,对看护业者设立表现评级,让国人知情和作出明智选择,也促使业者竞争提升优质服务。 在2015年,透过咨询相关领域,卫生部推出服务指南作为居家看护业者的参考,这些指南涵盖四领域:1)整体看护服务的提供2)安全与品质3)护理业尊严、知情和有利的看护4)卓越组织性和可持续的看护 不过,这些指南非务必遵守,没有获得津贴的居家服务业者可能依循自己的标准,例如对于看护人员的审核就很容易出问题。 作为新加坡成长迅速的居家看护业者,Homage首席执行员暨创办人Gillian Tee认同不论慈善团体或私人业者,都应受到规范,以期年长者和残障群体都能享有更好的居家看护服务。 冀提升看护人员待遇 另一方面,在连氏基金会上月的另一份研究,则提到相比韩国、日本、香港和澳洲,我国乐龄看护人员酬劳最低。比起医院,长期看护领域雇员在职期更低。…
