SINGAPORE – The Asia-Europe Foundation (ASEF) organised a signature event, the Award Ceremony for the first Asia-Europe Short Films Contest in Singapore to commemorate its 15th Anniversary on Thursday, 17 May at the National Library Singapore.  Emeritus Senior Minister (ESM) Goh Chok Tong was the Guest-of-Honour and the Keynote Speaker for this event as he had played a pivotal role in the creation of Asia-Europe Meeting (ASEM) and ASEF.   ESM Goh also presented awards to the winning young filmmakers from Asia and Europe of this Contest.

Singapore is one of the first 25 member states of the Asia-Europe Meeting (ASEM) Summit in 1996 in Thailand which paved the establishment of the Foundation in the following year. Currently, 46 countries in the two regions, the European Commission and the ASEAN Secretariat, are represented in ASEF.

In 2010, ASEM welcomed Australia, New Zealand and Russia on board. Its continued enlargement serves a testament to ASEF’s increasing relevance in fueling the dialogue between Asia and Europe. Representatives from all member states attended today’s event at the National Library.

Over last 15 years, the organisation engaged more than 17,000 direct participants with over 550 different projects in the fields of arts and culture, public health, environment, economy, education and human rights. This year, commemorating 15 years of bridging people from governments and civil societies of both regions, ASEF will host a range of initiatives in countries such as Estonia, Myanmar, The Netherlands, Laos and Korea, to name a few.

The Asia-Europe Short Films Contest is one such initiative of the year. It was launched in February this year. Since then, more than 300 young filmmakers from about 30 countries registered in this Contest.

李显龙与哈丽玛致函中国主席习近平 赞中国抗疫不遗余力

总理李显龙与总统哈丽玛分别致信中国领导人习近平,赞扬中国对抗武汉冠状病毒疫情的努力。 总理写道,“我们已经看到,中国在发生冠状病毒之际,迅速动员起来,即时遏制病毒传播并采取措施,帮助武汉以及其他地区的中国国民。我们为中国坚定果断的反应感到赞叹,并对于在疫情早期就介入,然得以控制的行为感到欣慰。” “我相信,在你们的领导下,中国人民与国际社会将会继续得到支持。中国一定能够度过艰难时刻。” 接着,他也向习近平透露,尽管新加坡也有许多中国国民感染,但也经治疗后也恢复得很好。 他表示,“我们已经加强了我们的医疗系统,以治疗和照顾受感染的患者。许多武汉冠状病毒的患者,包括中国公民,也在我们的医院治疗下恢复良好并出院。” 此外,李显龙也透露,新加坡也回应中国日前提出的个人防护装备、医疗用品与诊断检测包的要求,并将之送去协助中国对抗病毒。而新加坡也筹集了600多万元给中国受灾社区提供人道主义援助。 除了上述的协助,李显龙也提及,新加坡人正准备与中国合作,分享相关专业知识与最新发现,协助研制疫苗并有效治疗冠状病毒。 “新加坡与中国今年是建交30年,因此应在对各方面持续合作,证明了我们坚固的的友谊。” 总统哈丽玛也致信赞扬中国抗疫有效 除了李显龙以外,我国总统哈丽玛也致函习近平主席。 她表示,“阁下采取了迅速、果断和全面的措施,以此遏制武汉冠状病毒的疫情,确保中国人民的健康,这是值得高度赞扬的。这些措施正开始产生令人鼓舞且良好的效果,我相信,在你坚定的领导下,中国定能战胜病毒。” 她也强调,新加坡也一直在支持中国对抗病毒,包括为中国医疗贡献设备、用品与诊断检测包,并以人道主义基金捐献600万元给中国。…

《防假消息法》已宪报

据了解,《防止网络假信息和防止网络操纵法案》已在本月25日下午五时发布于宪报。 今年4月1日,《防假消息法》正式提呈国会,并在5月8日,经过两天的激辩,晚上10时20分结束前,以72票赞成,九票反对,三票弃权三读通过,并在6月3日提呈予哈莉玛总统批准。 在5月8日的第105次国会会议,《防假消息法》在国会引起朝野激烈辩论,工人党议员表态反对,相续对《防假消息法》提出观点,其中也包括质疑何以新法赋予部长取缔假信息的权力,以及为何绕过司法审讯,由部长先行裁决假消息并采取行动。 人民行动党72议员投下赞成票,工人党的六名议员:毕丹星、林瑞莲、刘程强、方荣发、陈硕茂和费沙,三名非选区议员:贝理安、吴佩松和陈立峰则投下反对票。 《防假消息法》备受争议 该法自提呈国会以来即备受争议,不仅政界人士,包括国内外学术界、媒体、公民组织等都已对该法提出质疑。 任何部长都长或政府部门,都可以委任一个“主管当局”(Competent Authority)来执法。媒体研究学者施仁乔教授(Cherian George)形容,这种权限是很罕见的,因为一般仅让特定部长有法律权限。 再者,也没有安排监督机构,来监管如何裁定消息真伪。 防止假消息法允许部长对媒体机构/网站或个人发出更正指示,基本上足以下命令把所谓“虚假”的内容完全删掉。 甚至,部长还可以发出“终止通讯”指示,阻止相关个体或单位继续传播有关消息。发出这样的指令,甚至媒体人都没有机会去求证和更正消息。…
