放于利而行, 多怨──从部长薪金调整谈起

~by: 陳胤豪 ~ 「政治职位薪金检讨委员会」最近公布的检讨报告,其中仍以企业界顶薪为计算基准的做法,引发争议。反对意见一方面认为新薪资的绝对数字还是过高,另一方面则认为标准不够合理,有违从政者的奉献精神。 委员会的主要考虑则是:薪金必须具有「竞争力」,以免「适当人才」对从政望之却步。(Salaries must be competitive so that people of the right calibre are not deterred from stepping forward to lead the country.)[1]因此仍旧必须与私企顶薪挂勾。为了体现从政者的「奉献精神」,薪金基准会在这个数额上扣除一定百分比,作为为民服务的「牺牲」。(Political service ethos entails making sacrifices and hence there should be a discount in the pay formula.)[2] 换汤不换药 值得注意的是,上述两项原则在旧的薪资计法当中已经存在。换言之,新计法其实沿用了自1994年高薪制度开始施行以来都未曾改变过的旧原则。唯原先的计法以六大专业(即:银行、会计、工程师、律师以及本地制造商与跨国企业总裁)当中最高薪的前二十四或四十八名为基准,取其平均数(average)或中间值(median);本次调整则将基准扩大到前一千名,并不限任何企业。原先的三分之一「折扣」也被加大到40%。这个算法与旧制相较之下,确实较为「合理」,值得肯定。不过,正如许多评论文章所指出,这样的改革远不足以解决我国近来层出不穷的民生以及政治问题。 Read More
