人力部长杨莉明表示,一旦发现公司变相裁员,将可能会被取消雇佣补贴计划(Jobs Support Scheme)与工作准证配额。 杨莉明于今日(4日)在国会上答复议员提问,人力部已向企业表明,除非万不得已,才能裁员。 “即使在冠状病毒19疫情期间,无论企业是以什么名义终止雇佣关系,若没有及时填补空缺,将会被认定为裁员。” 对此,当局也针对变相裁员的问题,发布明确的指导原则。如果企业在雇佣合约内列出遣散费条款,雇主将需支付遣散费。 至于面临经济拮据的雇主,杨莉明则表示,劳资政三方也同意雇主可以重新商谈和调整资遣费。不过就算在艰难时期,这些规定也不应被搁置,企业是必须在有限的能力范围内,给予员工支持。 她也强调,裁员是企业的最后手段,公司应该以调整成本为主,因此人力部也要求雇主提交对企业所采取的节约成本措施,并协同劳资政公平与良好雇佣联盟(TAFEP)与公司进行会谈。 另一方面,雇主与员工之间的无效沟通也会导致员工认为自己遭受不公平的对待。她举例,一位私立学前教育中心的雇主在没有清楚向员工解释其经营状况下,要求员工休年假,让员工误会并对此感到不满,但经过调查,才发现该中心的运营收入出现问题,因此不足以在阻断措施期间支付薪资。 杨莉明表示,很多时候雇主并非要求不合理,因此无论是雇主或员工,也应该在艰难时刻建立信任关系,并保持有效沟通。

终身学习学院突取消场地 徐顺全新书发布会被迫换地点

新加坡民主党秘书长徐顺全的《绝不卑躬屈服》新书发布会,原定于本月26日于终身学习学院举行,不过该学院却突然告知取消租出场地,致使徐顺全被迫更改活动地点。 徐顺全在脸书发文表示,在去年11月,他就已向终身学习学院申请租用场地,后者则要求提供有关活动的详细资讯,徐顺全也照做,并获学院租出场地,连全额租金也付了。 徐顺全说,过后两个月来都平静无事,他也在上周六对外公布了有关新书发布会的活动。 但四天后,学院经理Dan Soh却突然告知已经取消租出场地。 院方给出的理由是有关书籍“似乎和职场培训、终身学习和技能提升无关”。 徐顺全对此撰文写道:“其一,院方无人看过这本书,似乎只是凭表面就做出取消场地的决定。其二,为何一本讨论国家议题的书籍,就必然和“职场终身学习”无关呢?” 他也非议政府机构这种最后一刻才通知取消的武断决定,这种行为也对新加坡的前途不利。 另一方面,徐顺全已将新书发布会的地点,改在新加坡民主党办公室 (3 Ang Mo…
