【2020财政预算案】三行业S准证持有者比率 将逐年下调

副总理兼财政部长王瑞杰说,当局将S准证持有者比率分两阶段进行调整。从明年1月起,先把顶限调低到18巴仙。到2023年1月,再调低到15巴仙。 其中涉及的行业包括三大行业建筑业、海事造船业与加工业,因此在未来三年内将调低五个百分点。 王瑞杰说,为了能够让本地劳动力获得公平机会,政府也一直在与同业者和教育机构积极合作,培养本地劳动队伍。 过去两年,建筑业、制造业、海事造船业和加工业的S准证持有者每年增加3.8巴仙,未来几年可能还会显著增长。 政府去年已宣布,服务业S准证持有者比率顶限明年起从13巴仙降至10巴仙。目前各行业中只有制造业尚未受影响,但政府也会在条件允许时收紧该领域外劳配额。 王瑞杰表示,外籍劳工一直都是本地劳动市场的一部分,但随着本地劳动市场增长的放缓,外籍劳工也逐渐成为本地的劳动市场的重要支柱。
