公路电子收费,上!新加坡梦,破灭!

一次有关公路电子收费上涨的调侃。

如果你生来迷信,一个在中央商业区足足有五米直径的地陷,应该不是工程过失那么简单吧?它就发生在有关部门宣布有5处的新闸门将在7月7日起启用,使全岛闸门的总数增加到令人咋舌的65个。

然而,征兆是不容易解读的。如果我被问起地陷代表什么?我只能从以下几点中寻求答案?

1、代表主流媒体的诚信度也跟着沦陷

要是大家有看到最近海峡时报的头版文章,一定心生疑窦,怎么坏新闻会变得如此可喜?再深一层想,这种困惑会转成愤怒,因为这等于又一次“报喜不报忧“的政治宣传。

这好比在伤口上撒盐,任何正常的拥车者都觉得是噩耗的事,海峡时报的标题却说“将会在夜间使市区的交通变得更顺畅“。

对我来说,这等于是锯掉某个人的腿,却抢白说会减去他因走路所产生的疲劳,然后还希望他感恩图报。

更侮辱智慧的是,这篇文章大量引用陆交局(LTA)的调查,供给百姓那些吓死人的特慢车速。在文章里面,一名LTA发言人冷冰冰地说:大多数付费的公众并没有享受(到应有的车速)。

合理的推论,当然是“我们“应该让人们多付一点,让那些还得起的人享受多一些美好的经验。

根据这个逻辑的发展,新加坡到了2050年,那些在路上的私家车车主大概只剩这些高薪精英,因为他们所制定的高收费政策把所有人都望车兴叹。

如果这不是嚣张,我不知道什么是。

海峡时报的这份报道或许可以平衡一点,如果他们愿意把普通拥车者的观点放进去。

很不幸地,这篇报道只是让国会议员兼政府国会委员会(GPC)负责掌管交通的主席符致镜和副主席王建明发声。就因为他们为国服务,就因为他们是百万富翁(实际上他们根本不算普通通勤者)。

也许,我太小心眼没有看到伟大的宏图,我们也许真的应该感谢政府为我们疏导了交通的大动脉。

实际上,我们并没有什么好谢的,我只好探讨地陷的第二个解释。

2、代表领导的智慧之光也跟着熄灭

我从不知道,我们高级公务员在国家面对难题时,想出一个具创意的解决方法这方面是这么的不胜任。

他们解决问题的三段论法如下:

1)很多人驾车就会造成堵塞。

2)如果要付出额外的费用,人们自然就会少驾车。

3)因此,我们越让人们付出高昂的代价,人们自然就会越少驾车,于是堵塞的问题就可以解决了。

这个三段论如果能取得相应的效果或者降低公共交通费用的话,也许大家都会很高兴。可惜的是“私家车部门“的人和“公共交通部门“的人似乎没有沟通。德士费用最近起了,而巴士车费也在2007年的9月起价。或许是直觉吧,我觉得还有一轮的公共交通加价在酝酿。

这会有一个可悲的结局,也许我们很快就要步行进入中央商业区。要是你住在白沙集选区的话,就祝你好运!

对于这种用刑事法的语言来陈述事实的情况,不难看出当局是怎么看驾驶这回事的。需要一次过用2元的费用来“阻吓“(deterred)驾车者,“因为5角的逐次加价已经渐渐不起作用“了。

很明显,新加坡人对这种小量增幅已经完全免疫。实际上,随着所谓工资的增加、职业展望和通货膨胀,金钱的甜头已经渐渐失去意义。

为什么只停留于刑法的语言,何不倾全力利用它的震慑力量?一个充满创意的方法就是车辆必须按照它的颜色,在规定的日子里才可以上路,违规者一律丢进监狱。到时公路上都是同一种颜色的车辆,想要违规的人根本无路可逃。

彩虹具有七种颜色,一个星期刚好一天一色,所以不会落下任何驾车者。

3、代表新加坡梦也跟着破灭

难道现任政府想要输掉下届大选吗?尽管符先生主张“我们不能把公路电子收费制和抵抗通膨混淆“,我想一般通勤者的结论都会一致:这是世界一流的一次失算。

也许为了试探公众的不满情绪,符先生和王先生心不甘情不愿地带头为政策护航。我几乎都要替他们感到难过,我说几乎。

随着基本食物开销如米、蔬菜和鸡肉的高涨,这次政府不止是搬石头砸脚,简直是拿机关枪射大腿。

当然政府会反驳说那些需要为基本开销烦恼的人,并不是那些开车的人。

然而也正在此处,恰好说明这个政府根本与一般百姓所感受的完全脱节。

那些转到庙宇领取免费食物的人,恰好就是梦想有更美好明天的那些人。太物质主义,你可以这么说,但是新加坡无论来自哪个阶层的人都梦想有拥车的一天。海峡时报不是不时有学者或商人的故事,说他们如何出身卑微,最后都闯出自己的一片天地。

拥有私产根本就是现政府着力于经济建设的基础规则,这是毋庸置疑的。

把新加坡人的梦想用高收费加以破灭,然后再动用御用媒体要我们相信这一切都是为了我们好,就是最大的伪善。

如果这些人掌握我们国家的驾驶盘,我倒希望他们快点把车匙交给别人。
