The Urban Redevelopment Authority (URA) has appointed the team led by KCAP Architects & Planners (KCAP) as consultant to develop the detailed master plan for Jurong Lake District.
URA noted that the team’s proposal received the highest score among those of the five teams shortlisted for Stage 2 of the Jurong Lake District Request for Proposal (RFP) exercise.
URA stated that the Jurong Lake District was first identified as a key growth area in Master Plan 2008.
“As the largest regional centre in Singapore, Jurong Lake District will drive Singapore’s growth in the future economy, and cater to the needs of businesses, residents, visitors and Singaporeans from all walks of life,” URA said.
“The 2015 announcement of the Kuala Lumpur-Singapore High Speed Rail terminus’ location at Jurong Lake District presented an additional opportunity to transform the area into Singapore’s second Central Business District and a District of the Future,” it then added.
URA said that it launched the RFP exercise in July 2016 to invite multi-disciplinary teams to develop master plan proposals for this key growth area, noting that out of 35 interested teams, five were shortlisted to proceed to Stage 2 of the RFP.
The shortlisted teams submitted their conceptual master plan proposals in December 2016. An Evaluation Panel comprising senior representatives and practitioners from government agencies, academia, and industry, carefully assessed the proposals in four broad areas: master plan and urban design, district-level infrastructure and underground space optimisation, environmental sustainability, and innovativeness.
URA mentioned that the proposal from the team led by KCAP best met the expectations and requirements of the RFP.
“At the heart of the proposal is its sensitive focus on water and greenery, which incorporates new waterways and a series of green spaces and connections that weave through the entire district to create a strong, distinctive identity,” it said.
According to URA, Evaluation Panel members were similarly impressed with the proposed urban typology that integrates with the green setting beside Jurong Lake, which at the same time places emphasis on creating active, walkable streets and interactive public spaces.
The Authority stated that the appointed consultant will work with URA and relevant agencies to refine the master plan and draw up detailed proposals for the Jurong Lake District over the next few months. These proposals will be exhibited in mid-2017.
“Members of public are encouraged to give their feedback on the detailed proposals during the exhibition period. URA will announce more details on the exhibition nearer the date,” it said.
Following the exhibition period, URA said that it will work with the appointed consultant to review and incorporate the feedback given on the detailed proposals where appropriate, before finalising the master plan for Jurong Lake District.
