How can we trust the Government?

the following is Singapore Democratic Party's response to Budget 2012:

Budget At the core of Singapore's economy is the participation of foreign workers. Former Minister Mentor Lee Kuan Yew has said that without such guest workers, our economy would collapse. Additionally, he indicated that in 2010 “we've grown in the last five years by justimporting labour."(emphasis added)

Given such a scenario, it is to be expected that Finance Minister Tharman Shanmugaratnam, in releasing the 2012 Budget, has focused on the subject of foreign workers and the issue of productivity.

Sadly, however, he has said nothing new. In calling for the foreign-workers levy to be used to boost productivity levels, he is in effect repeating the Budget he presented in 2010 which called for a gradual increase in the levy to reduce our dependence on foreign labour.

Mr Lee Kuan Yew added a time frame for it: "The next five years, we have decided we will tier down our need for foreign workers."

This, however, was not carried out. Prime Minister Lee Hsien Loong said in November 2011, barely two years after the policy was introduced, that “the more you tighten the inflow [of foreign workers], the slower growth is going to be and that’s something Singaporeans will have to understand.”

And so in 2011 the Government did a U-turn and increased the intake of foreign workers from 53,000 in 2010 to 85,000 in 2011.

This accounts for the plunge in productivity levels to 1 percent last year from 11 percent the previous year. The Ministry of Trade and Industry has said that this was due to a weak economy in 2011. This is not true. The real reason for the drastic reduction in productivity is the huge intake of foreign workers.

The real question is: If the Finance Minister said in 2010 that we would increase the foreign-workers levy to reduce our over-reliance on foreign labour and Government did the exact opposite the following year, how do we know that the policy would be adhered to this time? This is especially significant in light of PM Lee saying that we would need to raise the number of foreigners coming in to Singapore with a weakening economy.

How does one trust a Government that says one thing and then does the exact opposite?

The SDP will present its Shadow Budget on 20 February 2012 which will address this issue as well as other areas of our national expenditure. This year's Budget is nothing new and without significant re-allocation of our expenditure, our economy will continue to remain unstable and prone to wild swings. As a result, Singaporeans will continue to hurt and their socio-economic problems will not be addressed.

    6.) Cleaning Executives ( be it for hawker centre, road sweeper, road and public transport construction )
    Can you ask Apple to move the production back to US so that US citizen got a job but then you have to pay proper 3 time more…… Can you ask Apple to invest the  Can you ask all the Telco to relocate their call centre back to their respective country.
    I hope you have some number sense where these come from before you jump to conclusion.
    What is your solution to these industres need problem?  While they continue to generate income for Singapore so that GST is being collected to fund the development of Singapore and you RUBBISH and LIVING AREA are keep clean by them?
    Which sector are you talking about????  Foreign worker or Foreign Talent or both.
    Do you want to work as Cleaner Foreman, S$2500 per month plus allowances for shift?   I think we can use you TALENT to revamp the cleaning industries.. care to join us?

    The bonding of the citizens and the government is becoming exponentially covalent each day with the grave infusion of the socalled ‘foreign talents’ who grab almost every job that can actually be done by the citizens, young and old. So there is every reason for not trusting this betraying style of governance.

    Have we set a definition of what is defined as FT?
    Foreign Talents are those in middle or higher management. Foreign workers are those in mainly blue collared – hard labour work.
    What we need for the society is the latter, cos I trust that our educational system is able to produce talents and meet the demands of the economy boosting sectors. 
    Set the premise right for the discussion to be effective, or even a policy to be clear, then the goals will be common.
    Go to the ITs and Financial sectors…just to name a few…and you will understand where the FTs are. To date i can never understand why are Singaporean being ACCUSED of not being able or not willing to do the job?
    If our educational system can't produce any talents to take up these jobs, then maybe our educational system has failed greatly.
    Either way, it's policy mixup or system failure.

    “How can we trust the Government"
    I speak for those who are poor but find their CPF savings retained by law under Medisave and Retirement Amounts. The CPF Board pays less than 4% annual interest. For the Medisave, they can't use it to pay for medical bills if the amount is less than $50. To some retirees, the Medisave is not to help them. So how can they trust the Government to manage their CPF savings?

    Remember until recently govt have this policy to allow foreigners stay up to 2 years here, while they are free to find
    gd jobs to do while enjoying themselves also for 2 years. It
    remains utterly easy to get PR for those who landed here couple years ago to just 6 months ago. Do not believe the official published stats. So many come with none or 1 finding work here after months and next thing their entire family plus siblings and their families get their PR approval quickly. Like magician playing with cards.

    SDP has a good point, I was puzzled by the fact the Budge 2012 was centric on foreign workers. Increasing levy and making minute token adjustment to foreigner Quota will not  dilute the massive problems faced by Singaporeans. I foresee, the same old problems will surface until nearing the next election. Looking at the speech by Tharman, I have to agree with Catherine Lim that this is indeed the government that fail the people repeatedly and reluctant to make an impact for the greater good of Singaporeans.   I am really tired of the same "creating an inclusive society" rhetorics in parliament.

    figures of citizenships granted from last year to 5 years ago. Specifically ask for the exact number they will grant this year to next few years. look at ST forum letter from reader on immigration policy. the writer may get a hazy answer from relevant authority or not at all.

    Yes Vincent is correct in saying that Budget presentation is widely presented and debated but what is happening on the ground is entirely different.
    This budget is nothing different from the one presented in 2010. In any case the budget maintains the status quo of the poor. Nothing much to alleviate thier miseries except motherhood statements like increasing the productivity and employees taking pride in their work.

    I am jobless and need a job. The job must be near my house, no need take more than half hour on company bust , minimum pays 2500, cannot work shift as I needed to sleeped 8 hour at night, must got little folent talent as I no needed to fighted with them, at least 2 months bonus, 21 day annual leaves, got free medicine for families as ah ma alway sick, if possible free lunch even better.
     
    This is democarcy, we need this kind of job. Dont let folent talent take away all this kinds of jobs and then let me jobless.  I

    Apple and western outsourcing in general enriches only a small number of corporate executives and shareholders while putting millions of domestic mid and low level employees out of work, and at great social and human cost to source countries like china, thailand, burma, vietnam and india. In the process western technology is handed to these countries.

    Singapore under the PAP has produced no great technology companies with intellectual capital that they can outsource, while it has domesticised more and more of the social and human costs usually found in third world source countries by bringing in cheap labour to do the grunt work here. Steve jobs’ pronouncement is a statement of the sad state of affairs, not a panacea for singapore’s problems.

    But people have to understand and remember that the competition in the global market place is cut throat and very dynamic. Conditions can change overnight and can force one's hand towards unintended actions. We cannot expect the Govt to make one announcement and stick to it come hail or high water.

    I agree with MM Lee, SINGAPOREANS ARE DAFT, but he should have said SINGAPOREANS ARE DAFTEST IN THE WORLD, that would have been more accurate.

    it is not just the lack of entrepreneurs, there is a complete absence of inspiration for Sporeans to want to create anything.  Singaporeans are so proud to have things, not create them.
     
    Take for eg the MRT, many Sporeans are proud of having it in Sg, but they do not have a clue who first design & installed this ingenious transport system. What makes me laugh is many Sporeans even mock and laugh at the country that is the brainchild behind Sg's simply because theirs is old or much older. This is the mentality of Sg's educated.  Can the economy with such people really be that stong?
     
    I wonder how many at the recent air show are interested to know who first designed and built the fighter planes to defend themselves, how many models transpired, which early fighters were formidable and used in which war etc etc. and be inspired by the facts.  Looking at the way the media reported it, Singaporeans are just impressed by the pilots maneuveures (which is justifiably so but is that it?)

    It is just like senior citizens myth that PAP created. They paint such a gloomy pitch and sell to us their our elderly are a burden to the state. PAP lies all the time for their political milage. Same for works that S'porean dont want. They have been giving  blue collar work such bad negative image as if those in such work are good for nothing. Can you blame local shunning them ? Last time SingTel manhole work (to lay underground cable etc) are done by locals. Now they sub out the work and all done by cheap foreign workers. No wonder productivity drop. In the past, such work done by on average 3 men. Now you see a whole bunch of 6 to 10 'FT' idling around looking bored. So the root cause of the problem is PAP and their half truth. They created so many false images and we end up with social problems.

    Enterprenurs cannot be produced, they are created when opportunity and crisis arises……
    This is the problem with PAP when they have given too good education infrastructure …. to produce train operators, technician and engineers….. that meet the investor needs…. MNC….. and this will be obsoleted over times and when the world economy is become single common market.
    My Singapore brothers was laughing at Ang Mo university mates that they are backward… still studying Intel 8085 microprocessor because Singapore brothers was already doing 80386 at their diploma in Singapore.   After exam, some Singapore brothers have to retake the exam because loosing the fundamental.
    This is my 4 career change ( from R&D in Electronics, Automation Control, Welder and now Thermo-dynamic )… About to go into the 5th — chemical…… Never look back… So what if you are an Honour Student with Toilet paper degree…….   At low point, welder is my job and I sit side by side with local and foreign Ah Na brother…..
    You can KPKB here and there… At the end of the day, still you and your family……..

Can you produce Mr. Bruffet.   Or it is them that seek government help to make them billionaire and make their career ?  No, they did not, they  take the opportunity, the crisis and their known limit to achieve what they believe in.  They are indeed a true leader, to themselves first before other wanted to follow without any obligations.
    Your version of leaders are those of your own illusion, whom you still believe someday someone will take over PAP and give you what you wants.  But this is not going to happen….PAP will go someday if not today.,,,, Another leader to you is somebody else tyrant.  Why not you become the leader of you own life.
    Do you believe in yourself, you are a leader , at least to your own life.
    My uncle has only a P6 education, does not know English and Mandarin….. But he has graduates and commoner  whom work with him for lifetime and he  own technological advance companies, properties and  yatcht.  He is a leader and enterpreneur to his own employee…  Did he ASK the government to produce him become Enterpreneur. 
    You and PAP version of the leader is the same because You expect what PAP is supposed to give to you. When they fails to deliver up to your expectation, they become your pain…….
    PAP is trying to do the same to you believe by investing heavily in education infrastructure and Enterpreneurs incubation program, and carefully plan leadership training program, they expect to produce leaders and enterpreneurs.,,,,,
    Well…. It is still at the end of the day up to individual that are in these program, whether they can make it in life…. but not once.
    What do you think?  Leader can be produced…. but what kind of leader are you talking…. PAY & PAY LEADER OR WOMANISER  WP LEADER….. You decide.

    The middle east, the africa or even the Russia have long history and rich in resources.
    Singapore is less than 50 years old…. What is your foundation and tradition…. What is your relevant to the world economics that you think the WORLD OWE YOU OR SINGAPORE A LIVING?
    You think the AirShows comes by from dropping from the SKY or the Royce Rolls set up the factory and drop from SKY because they like you or TOC or SDP because you are freedom of speech?
    You Eaglefly brother KPKB how LKY is bad and looks down on our different skin indian brother….. But today, my Indian brother is working happily in Singapore Aerospace Manufacturing……..My Indian brother  may KPKB initially but he move on in life…….

    May be I have not made clear to you…….Enterpreneurs cannot be produced…. It is only YOU  and PAP believe that Extrepreneurs can be produced through this program……the way YOU and PAP THINK IT IS or IT SHOULD BE..
    PAP invested heavily in education and infrastructure… and lately tyring to  groom U'graduate to be Enterpreneurs…….I never say I agree and I say that Entrepreneurs cannot be produced in this manner……. Got it.
    PAP and you are the same…. PAP is the ingradients, process and control …. and you are the end products.  That is why you too have same mind as them….. just that you look at each other from the opposite side.

    In the first place, all call centers are filled with cheaper workers because some governments of third-world countries or developing countries are too in-ept and corrupted to create reasonable jobs. There is  a reason why the Philippines is known as the 'Sick man of Asia". Wanna migrate there?
    The more important question is how long will these workers be willing to work for such wages? what will they do if their wage-advantage is eroded by the cost of living and inflation? Will they still work? It is not about talent or skills, it about price and who sets it.
    Second, Singapore is losing its competitiveness despite Singaporeans working long hours and hard with little work-life balance. But the sad truth is that with Tanjong Pelepas and other regional ports in the works, more business will stream out to these places. Simple reason, we are expensive–it is not the port worker who pockets million-dollar salaries right? The port worker has to earn a certain minimum sum to even survive in Singapore–an expensive city. Instead of asking whether we can keep the jobs, I would like to ask what has been done to keep our country relevant and competitive, surely not by bringing in cheap foreign labour?
    Third, Apple production jobs being migrated to off-shore factories. Apple is not exactly a world standard bearer for corporate citizenry or ethical practices. Do you know how many workers are kept confined in sweat-shop jungles just to supply the demand. Is this a commendable work practice. We have progressed as human beings, do we need to regress to yahoo like base practices to earn a few dollars more.
    And companies like Caterpillar, Boeing and Fujitsu are valuable brands who still keep their home advantage.
    The success of a nation should not be measured by the GDP numbers alone, it should also consider the welfare of the citizens.

    the role of opposition parties or alternative parties is to challenge the ruling party on its policy formulation & implimentations. its the rigorous competition that ensures the party that currently rules have the best policies in place. what is good, bad or the best (the outcome) can only be determined by competition & challenge.

    If what the MSM said is true that these industries are short of manpower….What do you think the pay, benefits and welfare should be so that these jobs are for Singaporeans only and Singaporean are keen to take it up…….
    Or our young wanted to party past midnight, while expect the uncles and aunty to be around driving the bus and MRT to send them back home…….. 
    Earlier @FTW brother complain he work day and night only earning around S$1500, I am wondering did he check out other industries to get higher salary.
    Nothing personal against anybody or SMRT….Just using as an example.  They advertised starting pay for trainee is S$10.00 per hour. And pay on weekly basis, 40 hours means S$400.00. 4 weeks is S$1600.00……. On  confirmation salary goes up……
    Ask my delivery driver brother who earns only S$1500.00 per month, why not join SMRT… he say he can drive the van back on weekend  and have more freedom…. no need to do shift work …
    Well this is personal preference not that he is not allowed to earn more…. He properly can obtain a trailer lorry license which would have fed him >S$2500 per month.

    alternative parties being checks & balances, isn't the same as being a competitor. alternative parties in Sg isn't an effective check on PAP because they do not have all the info needed to be effective a check, something which i guess PAP hopes will be so for eternity. posing a challenge isn't the same as being a check & balance.
     
    maybe i am a reflection of PAP? mirror mirror on the PAP (facebook?) wall, who is the nicest of them all? the side which you wish choose it reflects. the govt gets the people it deserve! :)

    Like I said, this topic is about whether we should continue to TRUST the PAP Govt and which the SDP has CLEARLY/UNAMIGUOUSLY shown that the PAP Govt cannot be trusted.

    I’m not interested in the propaganda crap you put forward.

    If the PAP Govt is so confident about its policies being capable of withstanding public scrutiny, there would not have been a need to “FIX” those CREDIBLE people who expose the govt’s failures.

    As the latest example on PM Lee getting his lawyers to write to the editors of TR Emeritus, is the PM willing to have a public hearing about Temasek’s record?

    And to those Workers’ Party supporters, let me ask, What have the WP MPs, Low Thia Khiang, Sylvia Lim, Chen Show Mao, Pritam Singh etc done about the GIC/Temasek’s huge losses & the appointment of their key officers?

    Whatever budget SDP going to gives is based on their two cents information that they have managed to find out… Until you are the government,,,, then you will know the truth picture.

    as fo the ministerial salary review, while WP's or the committee's final figures despite appearing similiar, differences have been caste aside likely for political mileage. cos if the differences are so insignificant why is WP getting so much flak? isn't such negative response but workings of a partial mind? the same people who admonish others to caste politics aside for national unity…
