SCDF chief suspended from duties, CNB director probed

According to Chinese newspaper Lianhe Wanbao, the Commissioner of the Singapore Civil Defence Force (SCDF), Mr Peter Lim, is under suspension for nearly a month. Six other SCDF officials, including two of senior rank have also been suspended and are under investigation for a case linked to ‘money and women’ the paper reported.

The front-page report on the newspaper further stated that Central Narcotics Bureau director Ng Boon Gay was also being questioned by the Corrupt Practices Investigation Bureau.


the following is the media release by the Ministry of Home Affairs on this case dated 24 January 2012:

SCDF and CNB Officers assisting in CPIB investigation

Former Commissioner Singapore Civil Defence Force (SCDF) Mr Peter Lim Sin Pang and former Director of the Central Narcotics Bureau (CNB) Mr Ng Boon Gay are currently assisting the Corrupt Practices Investigation Bureau (CPIB) in its investigations into allegations of serious personal misconduct.

Investigations began in end December 2011 in the case of Mr Ng Boon Gay and in early January 2012 in the case of Mr Peter Lim Sin Pang. Both officers were placed on leave from their duties when the investigations commenced. Their duties have been covered by their respective deputies. Taking into account the current status of the investigations, both will be interdicted from their duties with effect from 25 January 2012, pending disciplinary proceedings.

The Ministry of Home Affairs (MHA) has also decided to appoint Mr Eric Yap Wee Teck and Mr Ng Ser Song to assume command of the Singapore Civil Defence Force (SCDF) and the Central Narcotics Bureau (CNB) respectively with effect from 1 February 2012. This is to ensure leadership continuity of both organisations.

MHA expects Home Team officers to uphold the highest standards of duty and integrity. MHA views allegations of misconduct seriously. The Ministry and the two Home Team departments and relevant officers will continue to give their fullest assistance and cooperation to the CPIB in its investigations.

As investigations are ongoing, MHA is unable to comment on the details of the case. The investigations will establish the facts, and the officers will be accorded due process and a fair hearing in accordance with the civil service disciplinary process and the law.

    I am just pondering over the timing of the release of this news, so coincidentally timed after the ministerial pay debates and parliamentary voting to adopt the new pay scheme. According to TRE, it received tip off about this investigation 10 days ago but no reporting of this at all on the main media….hmm gag order????

    Humans have inherent weakness of greed.

    1. When you are too poor, you might resort to stealing to feed your hunger.

    Why do we want to tempt or incentivise our ministers to fall into the 2nd category in public service?

    Good, decent, equitable, generous pay is enough for public service not in million(s) per year to stir up uncontrolled greed.

    This proves that you can’t change the character of a person if he is inherently corrupt. If he is corrupt, no matter how much salary you pay him he will still be corrupt. In fact, if you pay any corruptible Minister an outrageous salary to prevent corruption he will be all the more encouraged to be more corrupt, because having received the humongous amount of money paid to him, he will definitely want even more.

    What do you call it when his wife’s law firm was the only one authorised to deal with HDB matters? What do you call it when his wife owns public transport companies and many other companies in Singapore? What do you call it when the law on death taxes is amended just prior to his wife’s death?

    what do you call it when the father is the Minister Mentor, the son is the Prime Minister and the daughter in law is the CEO of Temasek Holdings (with over USD 100 billion in assets)? What do you call it when not much attention is paid to her losing billions of dollars in Shincorp and Suzhou?

    Dig deeper and you will see other Lee relatives running companies or in other elevated positions. If this was in another country like UK or US, the media would have already exposed such links but who do we have to perform the media role of giving a voice to the voiceless? Definitely not the LKY-led Straits Times!

    What do you call it when President Tony Tan’s son gets preferential treatment in the army? Our President has blasted his accusers and denied the allegations without clearing the doubts and providing irrefutable evidence to quash the rumous once and for all. Should I go on?

    i’m not sure if you’re referring to my post. i made no comment on whether it matters who releases the news.

    well obviously this is not true since it was the chinese paper that broke the news; and also i think most people know cpib exists before this news.

    the news was only releases this week because it was only this week that the journalist from the chinese paper got the leaks.

    after it was reported, then the authorities made a statement in response. i don’t think it was their intention to make public the case before they had more facts. as i see it, they have not decided whether to charge the men so the investigation is still in its early stages.

    but whatever it is, i see no foul play or cover up.

    perhaps you can explain what is so sad about our justice system, especially when the two men have not even been charged in court.

    the police get a tip off, they investigate. if there is enough evidence, they will proceed to charge the suspects and the courts are where justice is decided. may i know which part is not correct? or which part you feel so far is not according to the book that you feel it is a “sad state of your justice system.”

    i hope you aren’t suggesting that the police should just charge people without a proper investigation first.

    I can’t see any reason why you should blame the woman.

    This case may be just the tip of the iceberg which there may have other similar unknown cases in the public sector involving greed and others such as extra-martial affair between a supervisor and a subordinate.

    Hope that the govt mete out seriously on this case so as to send a strong message to other public officers that they should behave themselves professionally and ethically and stop immediately if they are involved in any immoral or inappropriate acts.

    when i said that the pap was swift to act against those who were corrupt, it was in reference to the news that they had been arrested. i thought this was fairly obvious.

    the 2 officers have the money to hire a good lawyer of 2, so i will not be surprise the trial will be more fair. unlike people who could ill afford lawyers. but i do hope more cases even at the lower end is investigated & brought to justice. i am just wondering if this high profile case is typical PAP that selectively procecute a few big guns as a show piece.
     
    misappropriating public funds by misconduct or the lack of due diligence isn't going to stop just by prosecuting a few, it has to be robustly & consistantly dealt with, be they high or low profile cases. but i am not optimistic, given how much litter i see CBD area, the litter & the litterbug issue isn't kept in check as often as it should be.
